Insights into Parshat Matot-Masei by Rav Re’uven Ungar of Yeshivat Sha’alvim.

Parshat Masei includes the halachot concerning the cities of refuge- Arei Miklat. Within The Land of Israel proper, there are 3 Arei Miklat for people who killed without premeditaton (shogeg). Another 3 Arei Miklat are located on the Eastern Bank of the Jordan River- Ever HaYarden.

This begs the question- 9 and a half tribes resided on the Western side of the Jordan River, while only 2 and a half tribes resided on the Eastern side. This is apparently not congruent with the needs of the population! In Masechet Makkot, Chazal respond that murderers abound in Gilad (located in the Eastern Bank)- thus the need for sufficient Arei Miklat to cater to the population.

Which begs an additional question- Arei Miklat are designed for killers beshogeg- not for premeditated murderers (mazid)! Why does the existence of such people mandate Arei Miklat, in which they are ineligible to reside?!

The Maharal in Gur Aryeh solves this difficulty. A location that is home to a significant number of murderers is a place where human life is cheap. Even the people who do not kill on purpose are desensitized to the sanctity of human life. While the rank and file of Gilad and other locations in Ever HaYarden did not become assassins for hire, they were lax in protection of life. This resulted in a higher than usual average of deaths resulting via killing beshogeg. This mandated the existence of sufficient Arei Miklat for the populace of Ever HaYarden.

The great sage, Rav Yisrael Salanter, has commented that lack of spiritual fervor in Lithuania would generate horrendous results in Central and Western Europe. On the positive side, an increase in intensity of Divine Service not only benefits that individual, but raises the spiritual level of the community.

May we merit to raise our personal and collective spiritual levels!
